asking what should be done. He already knows the king's will, because it is written in the law. So, he declares the law, enforces the king's established decree, and the matter is settled.
But when a situation arises that the law does not address, the governor does consult the king, seeking his will. The wise governor knows the difference between the situations the king has already ruled on, which he declares and enforces, and the situations that require fresh direction, which he brings to the king in petition.
That is the picture of the mature believer. When God's Word has already revealed His with a wisdom and an authority that the perpetual petitioner never accesses.
